A recent Multiple Indicators Survey released by NSO shows that in India the 15-29 years age group lacks the basic computer skills. Most teenaged Indians can not even send an e-mail with attachment. Hardly, 24.7 per cent of boys and 16.8 per cent of girls can find, download, and install the software. Percentage of those who can use a spread-sheet or write the code is even smaller. As per the UNICEF-2022 Report, 92 per cent of 10 years old loose the learning ability of the previous year. Their global proficiency level is merely 9 per cent. Indian Schools have a very scanty access to computers. Hardly, 24.5 of them have access to internet. By all means, these data show that India’s youth is still not fully geared for the digital world. Rural areas in Indian villages are still more pronounced in computer deficiency. Hence, establishment of the Computer Literacy Centre in a village is more than the demanding proposition.
The NSO analysis further indicates that youngsters in Kerela are more save as the share of 15-29 years olds in computer literacy is highest at 65 per cent as compared to the lowest at 13 per cent in Uttar Pradesh, Assam, and Bihar. The Uttar Pradesh being the lowest is, therefore, selected to instil the computer literacy skills in the village teenagers of this State. Goharni village in Shamli district of Uttar Pradesh is chosen for project operations. This village is situated 100 kms away from Delhi on the side of Delhi-Saharanpur Expressway. This is also connected by Rail.
Initially, the project will start with the training of 140 teenagers [70 boys and 70 girls] per annum. Computer Centre shall have 10 seats with 10 desktop computers. Training schedule shall follow the Trimester System with the basic one module of computer literacy containing subject-matter basics on Microsoft Office, Excel, Power-Point, Internet, and Computer Hardware. Buildings for Computer Centre shall be on hire-purchase basis. One Trainer-cum- Centre Supervisor with one Attendant shall manage the training program. Total budget requirement is of Rs.30 lakh for two years. First year = Rs.20 lakh and second year onward = Rs.10 lakh per annum.
